Abstract

This study aims to analyze: 1) The influence of HR capabilities on employee performance, 2) The effect of work ethic on employee performance, 3) The influence of work culture on employee performance, 4) The influence of HR capabilities, work ethic and work culture simultaneously on employee performance, 5) The variable that has the most dominant influence on the performance of employees at the Office of Manpower and Transmigration of West Papua Province. The population of this study was 50 people, using a saturated sample technique, with multiple linear regression analysis techniques.

The results showed that: 1) HR capability has a positive and significant effect on employee performance, 2) Work Ethics has a positive and significant effect on employee performance, 3) Work Culture has a positive and significant effect on employee performance, 4) HR Capability Variables, Work Ethics and Work Culture simultaneously has a significant effect on Performance variables, 5) The most dominant variable that influences performance is the Work Ethic variable.
