Abstract

This study aims to analyze the human resource management strategies applied to deaf workers in a creative economy-based MSME, specifically in Toraja traditional clothing production at Rumah Jahit Difabel. The research addresses challenges related to communication, task assignment, and employee empowerment in an inclusive workplace. By employing a qualitative case study approach, the study collects data through in-depth interviews with 13 deaf employees and the MSME owner, direct observation of production processes, and document analysis of work procedures and organizational structure. Data were analyzed thematically to identify key strategies and their impacts on employee performance and well-being. The findings reveal that the MSME implements several inclusive management practices, including tailored communication methods using sign language, task division aligned with individual capabilities, continuous skill development, and supportive supervision. These strategies not only enhance productivity but also improve employee satisfaction and social inclusion. Furthermore, integrating cultural values of Toraja in the workplace strengthens employees’ sense of identity and motivation.

The study concludes that inclusive HRM strategies are essential for optimizing the potential of deaf workers in MSMEs and contributing to sustainable local economic development. Suggestions include adopting structured training programs, formalizing inclusive policies, and promoting collaborative work culture to enhance both organizational performance and employee empowerment. This research contributes to the literature on inclusive human resource management in small and medium enterprises, particularly in creative and cultural sectors.
